Anti-Ragging Policy

(Aligned with the National Anti-Ragging Policy of UGC, 2009)

Introduction

Sikkim Alpine University is committed to maintaining a safe, inclusive, and respectful academic environment that promotes the holistic development of every student. In alignment with the directives of the University Grants Commission (UGC) and the Hon’ble Supreme Court of India, the University adopts a strict Zero Tolerance Policy toward ragging in all its forms.
Ragging, in any manifestation—verbal, physical, psychological, or online—undermines the values of dignity and equality that the University upholds. Therefore, any act of ragging, whether committed on campus, in hostels, or outside the premises, will invite strict disciplinary and legal action as per UGC and State Government guidelines.

Our  Mission

The mission of the Anti-Ragging Cell is to foster a culture of mutual respect, empathy, and belonging among students. The Cell works proactively to prevent ragging through awareness, field Visits, vigilance, and swift action on any reported cases.
Our goal is to ensure that every student feels protected, supported, and empowered to pursue their academic journey in a safe and nurturing environment.

 Objectives
  • To ensure strict compliance with UGC regulations on curbing ragging.
  • To create and sustain a ragging-free campus through preventive, curative, and punitive strategies.
  • To build awareness among students about the harmful impact of ragging on individual and institutional reputation.
  • To develop a strong support mechanism for students, ensuring timely redressal of complaints.
  • To promote values of empathy, teamwork, discipline, and responsible behavior within the student community.
Structure of the Anti-Ragging Mechanism

The Anti-Ragging Cell at Sikkim Alpine University functions through two primary bodies:

Anti-Ragging Committee

The Committee serves as the apex decision-making body for all anti-ragging matters. It formulates policy, monitors preventive measures, and ensures prompt disciplinary action in reported cases. The Committee includes senior faculty members, administrative representatives, student leaders, and external members such as SHO (Namchi District), Advocate (Namchi District Court) and Parents representatives.

Functions:
  • Review and update anti-ragging measures periodically.
  • Conduct meetings to assess campus safety and student well-being.
  • Recommend disciplinary or legal actions as per the gravity of the incident.
  • Coordinate with the Anti-Ragging Squad and University administration for enforcement.
Anti-Ragging Squad

The Squad operates as the active on-ground team responsible for regular inspections, surprise visits, and immediate response to complaints. It consists of faculty members, wardens, and student representatives.

Functions:
  • Conduct regular checks in canteens, classrooms, and recreational areas.
  • Interact with first-year students to ensure their comfort and security.
  • Identify potential risk zones or situations that may lead to ragging.
  • Report incidents to the Committee for necessary action.
Policy Guidelines
  • Prohibition of Ragging:
    Ragging in any form—verbal, physical, emotional, or cyber—is strictly prohibited within the university campus and its affiliated hostels.
  • Scope of the Policy:
    This policy applies to all students of Sikkim Alpine University, whether studying on campus or representing the institution elsewhere.
  • Awareness & Preventive Measures:
    • Orientation programs and awareness workshops are organized at the beginning of each academic year.
    • Students are required to sign an anti-ragging declaration during admission.
    • Posters, banners, and digital notices are displayed prominently across the campus to reinforce the anti-ragging message.
  • Reporting Mechanism:
    • Students can report incidents anonymously or directly via written complaint, email, or phone.
    • The Cell ensures confidentiality and a non-retaliatory environment for complainants.
    • Immediate inquiry is initiated upon receipt of a complaint, and necessary actions are taken based on the findings.
  • Disciplinary Actions:
    Depending on the severity of the incident, actions may include:

    • Written warning or suspension.
    • Expulsion from the hostel or university.
    • Debarment from examinations or campus placements.
    • Filing of an FIR under relevant sections of the Indian Penal Code.

 

Preventive and Promotional Activities

The Anti-Ragging Cell conducts a range of activities throughout the academic year to promote a culture of safety and respect:

  • Anti-Ragging Awareness Week: Organized annually, featuring seminars, pledge campaigns, poster competitions, and interactive sessions.
  • Counselling and Support: Psychological counselling and guidance are provided for victims or witnesses to ensure emotional well-being.
  • Workshops and Orientation: Conducted for new students and faculty to sensitise them on the importance of maintaining a ragging-free campus.
  • Collaboration with Law Enforcement: The University coordinates with the local police and district administration for vigilance and legal assistance.

  • We maintain complete confidentiality and provide counseling support to the affected individuals.
  • We continuously review and strengthen our preventive framework through training, dialogue, and monitoring.
  • We encourage all students to uphold the spirit of friendship, inclusivity, and compassion.

Our commitment extends beyond policy enforcement — it reflects our dedication to student welfare, moral responsibility, and nation-building through character and values.

 Role of Students and Faculty

Creating a ragging-free campus is a shared responsibility. Students are encouraged to:

  • Report any suspected or witnessed incident immediately.
  • Support peers in distress without fear of retaliation.
  • Participate in awareness activities and uphold university values.

Faculty members are expected to:

  • Mentor students and promote harmonious relationships.
  • Remain vigilant, particularly during the induction period.
  • Provide guidance to new entrants to ease their transition into university life.
